1989 Dodge Dakota Headlight Dimmer Switch

Previous owner of vehicle must have had someone remove the headlight dimmer switch which I assume was in the steering column. No wires are present for the new switch. Can I bypass this switch putting a new one in the dash and how would I do that. There seems to be double wire jack and two single wire jacks at the base of the steering column not connected to anything and not long enough to extend to where the switch should be.

The high and low beam switch is part of the turn signal switch. Is that still there?
