1993 dodge colt hard starting

when was your last tune up or gas filter change
the way your checking for spark you are checking The primary circuit and im not sure you are doing it the right way or u didnt explain it right to us

check for spark @ the wires
pull one off the plug and check it

recently installed a new gas filter,new distributer new wires rotor and cap . we hooked an induction timing light to a plug wire and cranked got no light untill i let off the cranking then got spark.the voltage i read the voltage at the coil two wire connector,with the ignition in the on or run posistion 12 volts when cranking 10 volts ,this is the connector that is on the outside of the distributer body, that connects to the coil . sure hope you can give me an idea of whats up thanks again !!

How about you switch the test light to b+ and check the wires on the coil
While a helper cranking for u
Watch the light does it blink while cranking
If it does and no start u need a coil
