1988 Dodge Colt Fuel Leak - overflow tube?

There is a metal tube that runs along the lower lip of the engine, just above the oil pan, that is leaking fuel. It looks as if it's an overflow tube of some sort, no connecting lines, dumps fuel on ground. Is it really an overflow tube and is it leaking because of a faulty carb or fuel pump? In short why is my car leaking fuel from this tube? Thanks for any/all help.

Hi there,

Thank you for the donation, I do not know a lot about these cars as i live in Australia but with any fuel system on most post 1980's cars there is a fuel return line to the tank, what i would be looking for is a leak somewhere higher look for a rubber fuel hose that may be perished, often near the fuel pump, dry it down and run the engine, fuel will start to leak and you will have a better chance of location the problem, also check for a wear patch on the pipe at any mounting point, as over the years any vibration may cause some rubbing and wearing of the steel pipe as well.
