Wiper problems on 1998 Dodge Grand Caravan

My 1998 Dodge Grand Caravan is having wiper issues. The intermident do not work, neither do high. Low speed usually works, however sometimes it does not. If you repeatedly turn it on and off or to high then low, the low speed eventually work.. I tried replacing the multi-function switch to no avail. Any ideas?

I'm inclined to the think the motor is going bad, but may be a connection or ground issue also. The time to test is when it isn't working.
