Would like to know what possibly might be causing a loud roar when braking hard. During normal braking there is no noise. The brake rotors have no grooves and the car has good functional braking.

It could be a few things. First, are the tires worn evenly and not cupped or chopped? Also, if you turn when hitting the brakes, does the sound change?

The answer is no to all of your questons. The noise sounds like a low pressure snow tire going flat. It wouldn't surprise me that it has something to do with a front wheelbearing. The only question is why doesn't the noise change when in a turn?

I agree. Wheel bearings will usually change when you turn. However, they can be constant.

Do you have any trubleshooting procedures to give me in order to define where the problem is and if I elect to not repair is there any chance there could be some unsafe condition that could result?

Safely lift the front of the car and check for side to side play or up and down play in the front wheels. Let me know what you find.
