2003 Dodge Caravan Filling the Gas Tank

The last two times that I have tried to fill my gas tank, the gas nozzle keeps clicking off as it would if my tank was full. I know it's not full because my gauge and mileage reflect a near empty tank. I initially thought that it was the gas station that I was using but it also happened at another gas station.
What could be causing this to happen? Is it repairable and if it is, will it be costly?

the check valve in the "evap" system is most likely the culprit and needs to be changes, it should be pretty affordable. between 100-200 dollars.
