2002 Dodge Caravan transmission shifts hard, what can I do?

My van has a four speed auto. and when it shifts down to pass the shift is hard and very easy to shift. it also does this any time it slows down at around 30 to 25 mph. Is this normal for a dodge van, is there anything to do to fix this. at this current time there are no check engine lights on. I forgot to mention that if I shift it to 3 instead of D it doesn't do the downshift at 30

It sounds like a bad shift solenoid. Does it do it in all gears or only specific ones?

is that in the tranny or can it be fixed easily
