2001 Dodge Caravan Heat doesn't blow

I have a 2001 dodge grand caravan sport and the blower only works when the control is on the highest blower setting. This happens when either the front or rear blower is used, and whether in heat or a/c mode. Nothing happens on the first three blower settings and it blows hard on the fourth setting.
