I recently changed the brake pads. After that, there is a whistling sound everytime I hit the brakes.

I thought that the whistling was supposed to indicate that the brake pads had to be changed. But mines are new. Can you tell me why is happening?

Replacing the pads is just one tiny part of a brake job. There are many things professionals do during the service to prevent various noises. These include preparing the edges of the linings, cleaning and lubricating the pad to caliper contact points, cleaning and lubricating the caliper mounts, proper surface finish of the rotors and lubricating the hub to rotor contact points. All but the last one are done to prevent squeals.
