Fresh air vent does not function. Heating control pannel adjustments do not work. Fan control does work but all other settings are nonfunctional. No matter what setting I change the only result is front defrost, heat with recycled air. It is only recycled air and the van quickly accumulated condensation.I cannot receive outside vented air. I cannot get air without heat. I cannot get air flow to the floor or front vents, only defrost.

Any ideas for a fix?

Can I manually make an adjustment to get outside vented air wihtout the heat?

First check all the fuses under the dash and under the hood, but expect to have to replace the HVAC computer. In order to achieve all the fancy functions and features people demand, it's necessary to hang a very trouble-prone computer onto the system. Most systems have some type of fail-safe method of defaulting to defrost. You might freeze or be uncomfortable, but you will be able to see.

There may be a calibration procedure you must perform after the module is replaced. I know that was necessary for '97 models, and it was very frustrating. I don't recall having those problems with '99 models, so the procedure might not be necessary.
