E-brake light is always on?

e-brake light is always on. I checked the wheel cylinders. they looked fine. I lifted the rubber boots and one side shows a little brake fluid. I went to check the brake fluid level in the master cylinder and it appears to have brake fluid all over it. I read in the haynes manual that if I replace the master cylinder to have the dealer bleed the brake because of abs. Do I need to do that or can I just bleed them myself? If I can do it myself I plan to replace the wheel cylinder as well.

You can bleed it... Bench bleed the master by getting brass plugs and screw them into the two ports, then pump the master until you cant move the piston any more. Attach the lines, Have an aide press and hold the pedal crack the lines and retighten, repeat this till all air is removed at the lines, Don't let the master run dry, bleed rear cylinders by opening the bleeders and wait until the fluid dripps out. Close bleeders. Make sure the rears are properly adjusted, then test the pedal hieght.

Here is how to bleed the ABS system, you can do it yourself, also I would check the parking brake inductor switch it might be broken or not adjusted correctly. This guide can help us as well.
