1998 Dodge Caravan need to c dealer ?

My computer is out. Some parts houses are telling me that I will have to take the car to a dealer to have they enter my ibfo into the computer. Others tell me that when I order and give my VIN in the order it will come set-up for my vehicle. What is the turth.
