1998 Dodge Caravan 6 cyl Two Wheel Drive Automatic

my steering wheel gets no power for my horn to work tried fuse still notthing can it be my horn relay

The problem is usually in the steering column, but, you can check the voltage circuits at the horn relay. Use a testlite--digital multimeter--something, to check for voltage. Terminals 30 and 86 are hot all the time.
