1995 Dodge Caravan front brackes

hi ther, the drivers front caliper is locked on, but not seized. When I bleed the caliper barely eny fluid comes out with the vehicle running a lot more commes out. And if I remove the flex line off the caliper. Fluid doesnt really come out not even when peddal is pressed.But when car is running it does come out when peddal is pressed. Would you know?????
