I have a 93 Dodge Caravan that is stuck in 2nd gear or Safe Driving mode.

im not sure about 4cly but my 6 did the same thing and i had to replace the transmission control modual box located on the firewall on the passenger side,
its a box with a rectangle wire harness with a single bolt holding it in. that might be your problem
