This clip is getting no power with key on hooked up test light to it and still no power it plugs into the distributor. need help please.

Check the ECM1 fuse. here is a guide to help and the engine wiring diagrams so you can see how the system works:

so i figured it out it was the ignition control module that bolts on top of the distributor thanks everybody for your help.
