The distributor's rotor button should turn while cranking.

Could be as easy as the hold down clamp is off and the distributor has jumped out of its hole!

Or

If you can turn the rotor button with your fingers, the roll/shear pin that holds the gear on the bottom of the distributor may be broken/sheared.

The cam may not be turning (broken belt or chain- whichever it has).

The camshaft/or distributor shaft gears could be stripped.

The distributor shaft or camshaft may be broken into.
