we have no info on this car however, scan for codes asn it may be a speed sensor or the dash itself is bad. check all fuses including underhood and dash. it cold also be a governor or an internal trans problem bcm doesNOT control trans or engine so was a waste of money.

i take it it is a manual? it is quite possible your cluster is kaput. the speedometer is operated by a signal of output speed by the transaxle, but, if your fuel gauge is also not working as this isa completely different system i would say the problem lies in the cluster. Possibly try and get your hands on a good second hand one (maybe from wreckers) and try it first, if this resolves the issue, then happy sailing. If not please advise of results
