The orange wire is the power wire at the obd2 connector. That is usually the cigarette port fuse that powers the connector check all your fuses.

If you can, try using another scanner. You have to have a 12 V power source at that plug and communication. If you have 12 V and a good fuse then you have a communication issue with the ECM, it could be the ECM that's the problem. Make sure that the fuse is actually good, don't just look at it exchange it for a known good one or replace it with a new one if you're in doubt. Sometimes a bad fuse will look good

Car has Brand NEW Battery it will run, you can drive it, all the electrical componets work far as I can tell had the CHECK GAUGES and ABS warning light come on and it went off byitself I pluged my code scanner in to find out why and it said "(no power from vehicle)" checked fuses all fuses in fuse box under dash or good unpluged and plug back in the BCM and also unhooked both negative and positive battery cables and let sit for a lil bit then hooked them back up and got same message on code scanner.

A General Motors OBD-1 assembly line data link (ALDL) connector is not a powered connector like an OBD-2 connector.

(see picture below)

It might be a good idea to refer to the user's manual for your scan tool as they are all somewhat different.
