Defrost Fan refuses to work

In the summer the fan started to give out on us, it would quit blowing any air after a few minutes. Later in the winter this became dangerous and it won't blow any air in defrost at all and when you live in Canada you need defrost to drive safely. We've taken the vehicle to the Mechanic three times with no resolve and I would simply like to know what's wrong with it.

If air flow is not going/moving then check items in this picture for corrosion as well as ground on left hand front of engine compartment. If it flows everywhere except the defrosters look for a vacuum leak at motor. A vacuum leak can be anywhere between engine and mode door so check lines at control to make sure seated See pictures.
