De-pressurizing fuel line

how do I relieve the pressure in the fuel system. If there is a valve where is it?
Also, is there a access door that i can get to without dropping the tank?

the valve is on the fuel rail on engine put a rag around it and it is like a tire valve . There is no access door the tank has to be dropped.
