Dash and back light issues

My car dash lights, gear box and back lights do not work. Brake lights do work when I hit the brakes. changed the illumination relay but that did not fix the issue. not sure what else to check. Please help. Thank you

That is usually a fuse problem. They put them both on the same circuit so you will know when you have no tail lights.
