dark instrument panel

Hi,

Does anything on the instrument panel work? Also, do the interior courtesy lights work?

I attached two pics below. First is the wiring schematic and the second shows the two fuses I would like you to check. Both fuses are under the dash (driver's side). Check those and let me know not only if the fuses are good, but also if there is power to and from the fuse itself.
