I installed a new cruise control button and it works perfectly, but when i then strike the set button on the steering wheel (right side) i can not get the instrument panel light button to go on hence i can not get the cruise to lock in.

i found no fuse that might cause this.

Is there a way to get the cruise control to lock in at a speed above 40?

check fuses 6 and 9 in dash then recheck your work and make sure there is good connections it may be the clock ring in steering column is bad as they are very delicate. see picture for other things to check.
