When driving up hill truck tries to shift into lower gear the engine revs high and shuts off

Cruise control is set, when going up hill the control tries to get a lower gear to maintain speed, when all of a sudden the engines RPM pegs to over 5K engine shuts down. I have to put it in neutral while moving to start engine. This issue never happens when cruise control is off. What can be done? Thanks

Even if the light is not on you should run the codes anyway. It sounds like to could be a clogged catalytic converter but to be sure this guide can help:

First of all thanks for your response. There was no check engine light and no codes. Both CATS were replaced and working properly. Still have the same issue is there anything else?

Throttle-actuator is clean and functioning. Could this be a communication problem between the cruise control and something in the transmission?
