There really is not any way to fix it. 1995 was an oddball year for that truck. The 1994's still used OBD I with HEI but the 1995's used the odd OBD 1.5 which was a mashed together system that had some OBD II items stacked onto the older OBD I system. As you have discovered the 1994 engine does not have a crank sensor, it also does not have the correct crankshaft to trigger a sensor and the front covers are different as well and do not interchange so you cannot simply bolt on the 1995 front cover.
About the only solution would be to buy a complete stand alone system from the after market that would allow you to keep the current 4.3 or hunt up a 1995 engine from a 4X4 (different oil filter location than the 4X2 engine)
Or rebuild the 1995 engine. What was is its issue?
