Code p0339, crank sensor supply and signal voltages

Hello, I have a code p0339 intermittent crank signal. i'm on the west coast and did an engine remove and replace. The engine is from the east coast. This code is new to the vehicle and I've changed crank and cam sensors with OEM sensors. even swapped PCMs. The questions are is there supposed to be supply and signal voltage with key off (this is also intermittent) at the crank sensor harness connector? Could the east coast flywheel/reluctor ring be a problem causing this intermittent issue?

Can you count the number of teeth on both flex plates? I have seen production changes that can alter the number of these teeth/holes. You may need to swap out the old flex plate. here are pictures of the parts in question so we can be on the same page. Let me know what happens. Check out the diagrams (below). Let us know what happens and please upload pictures or videos of the problem.

Thanks Ken. I'm done tracing wires and diagnostic flow charts. I'm pulling the engine today. I did find that there is supply and signal voltage with the key in the off position for a short period of time after ignition is turned off. Will take picks and submit as i go. Thanks again.
