Fuel pump relay location

My fuel pump quit priming when you turn the key. i replaced the fuel pump beings it has not been replaced and still will not prime. i am trying to find the fuel pump relay but everywhere I look it says you can not replace it unless you replace the fuse box. Is the fuel pump relay really the one above the blue flasher relay behind the radio?

It is behind the radio and it is replaceable. Here are the directions. The attached pictures correlate with the directions. If you need directions for removing the radio, let me know.

PROCEDURES
REMOVAL
1. Remove the radio.

2. Remove the relay cover.

3. Remove the fuel pump relay.

INSTALLATION
1. To install, reverse the removal procedure.

Your picture shows three relays. I only have two in mine. I have a black relay on top and a blue relay in the bottom.

My Excursion was a government vehicle. Could that harness of been moved or changed?

Wanted you guy to know the fuel pump relay is not a serviceable part. it is on the board in the fuse box. ordered a new relay hoping this fixes the problem.
