Cooling fan not working properly

I have a new fan, a new relay in fuse box next to A/C and a new temperature sensor in front of valve cover. (inline 6) fan will not come on with A/C and when temperature is 210 on the dash gauge. is their another relay or sensor? if so where, someone said under the headlight on passenger's side. if so how do i access the item? What does it look like?
