cooling fan engaging all the time (loud)

cooling fan which is electric that connected to the water pump is loud, like it is engaged all the time. I turned the truck off and turned the fan with my hand and it turns with some resistance, sounds like a jet plane when accelerating. please advise.

It sounds like the electric fan clutch has gone out which is common. here are instructions and diagrams to help you replace the part (below) and a video to help show you how to do the job on a different car.
