When AC/heater is off hot air is blowing out of the vents

When I drive down the road hot air blows from vents even when AC/heater is off. Also AC does not blow cold. Car is hard to crank.

It sounds like the mode blend door actuator is not working, or the control cable is disconnected. Here is a diagrams below to show you what to look for.
