Brake pads and rotors installed and now there is grinding/scrubbing noise when wheel is turning or backing up. Also, new control arms and tie rods.

Good morning.
It sounds like the rotor is touching the backing plate behind the rotor.
Take a look at the backing plate and make sure there is clearance from the rotor to the plate. It gets bent back at times when doing the brakes and possibly with the control arms as well.
