Confusion over fuse box diagrams?

I'm confused about the fuse box diagram as for several images, it shows more than one number next to them.

For example, in the attached, it shows what I think is the car horn and two numbers next to it. Does that mean that the car horn relies on the fuses located in both of these numbers or does it mean that that car horn is one of those numbers?

Yes, this means there is more than one fuse running the system for the horn. Here are the horn wiring diagrams so you can see how the system works, the fuses do not match the ones in your image, so I am wondering if this is the correct label for your car. Does the horn not work, and this is the reason for your query? Check out the images (below). Please let us know what you find.

Hi. Thanks for the reply! Apologies for the delayed response!

The diagram I attached was not mine but one I found on a forum that another user had posted from their car. I have checked the fuse diagram in my car, and it shows 9, 13, 38 and 42 as the fuses for the horn.

The horn actually works but it's much quieter than before, like only one is working. There's been no recent work done on my car nor any collision of any sort. It's a late 2017 BMW X1.

I'm now thinking that if it was a fuse issue, then surely neither horn would work but in my case, it sounds like one does and one doesn't?

Yep, one has probably gone out, I would put your hand on both to see which one is not working, here is the location so you can change the horn out. Check out the images (below). Please let us know what happens.
