Cold weather hesitation

About 2 winters ago I noticed that my car would have random moments of what felt like the brake was applied momentarily and hesitate when driving on the expressway. This happens every winter and the only pattern I see is that it is below 40 and I am traveling above 65 mph. I never have this problem otherwise. When I continue to drive at the higher speeds the hesitations become more frequent and severe, if I slow down to 63, 62 mph it stops.

Is the check engine light on? I would like to see if the PCM sees something wrong.

There are some possibilities.

1. Fuel injectors. I would have them professionally cleaned as additives have no effect on cleaning.

How long since changing the plugs and filters?

Ugh. I am embarrassed to say that plugs and filters haven't been changed since I have owned the car (purchased in 2013) but for things included in oul changes. The check engine light is also on due to an emissions pump that needs to be replaced and I haven't been able to prioritize. There are multiple msgs when scanned but they are pretty vague and don't know what they are offhand. So the fuel injectors and catalytic converter being clogged could be made worse by cold temps?
