It is giving me code 21. my car not a VTEC. why?

Welcome to 2CarPros. Is it a code 21 or a code 2-1? 2-1 is a code for the ABS system if equipped or related to the air bags if a non-ABS car.
If it is a DTC 21 then it may be like many others where they used the same programming code but not the same exact engine and you get a ghost code if things trigger just right. I would probably erase the code and see if it returns.
