How to check if PCM is closed loop

if the engine PCM lost the o2 sensor signal always can it go to close loop anyway?
and if the o2 signal is okay, how to check if the PCM really tune to close loop?

if check engine light is on it is in open loop only when everything reads right will it go to closed loop.
