Climate control panel fan knob is not working?

Hello,

The fan knob is malfunctioning. Is it possible to repair this knob? I found a climate control panel from eBay. The dealer is asking $700.00 for installation and programming. Looks like I can replace the climate control panel, but I am not sure if it requires any kind of programming?

The manuals say no it does not need programming. here are the instructions in the images below to help you get the job done. Check out the images (below). Please let us know what happens.
