HVAC does not want to blow heat in winter and does not blow cold air in the summer?

I try to use my A/C and heat and the fan blows but only blows in the temperature that’s outside. It’s like it doesn’t want to blow heat in winter and doesn’t want to blow air in the summer. It gets annoying and my glass stays fogged up because I get no heat in the winter.
