Circuits have no power at fuse box

I have no ignition or battery power at the radio, I have tested at the fuse box on the left side of the dash and neither fuse has power on the distribution side. I do not see any fuses in the box under the hood for this. I am also finding the same for the wipers and power windows. What might the root of the problem be?
