2003 Chrysler Van V6 Front Wheel Drive Automatic 80,000 miles

My rear winshield wiper has stopped working properly. It now turns a full 360 degrees. Something seems to be loose, but it still seems connected to the power source. When I try to turn them on (with power) the wipers drop straight down over the rear hatch door and do not move from there.
Do I need to bring such a repair specifically to a Chrysler repair shop?
