I found the new O2 sensor to have an open heater circuit. It was getting 12 volts from the computer, and the ground conection is good. I bought a new O2 sensor from the dealership and took the bad "new" sensor back to the auto parts. That cleared the code and the van is running better. Thanks for the help.
