My OBD-II unit returns DTC failure P0441 incorrect purge flow reported by 16. I am guessing that 16 refers to the specific valve or canister that is reporting the problem. Is that correct? What is 16? Where is it located (intake manifold or fuel tank area)? Don

There is a test procedure on Chrysler's web site for the NVLD, (Natural Vacuum Leal Detection). You must have their DRB3 scanner to watch the results of the test. There is no reference to "16". Here's their test procedure:

Vehicle Issue Mil on with : PCODES : P0440 : GENERAL EVAP SYSTEM FAILURE or : PCODES : P0441 : 71 : EVAP PURGE FLOW MONITOR set in the PCM.;You have followed the diagnostics in the book and have not been able to resolve the concern. This APPLIES ONLY to vehicles with NVLD systems.

System or Component: DTC / Error Message;Malfunction Indicator Light / MIL / Check Engine Light,Group 18 - Vehicle Performance / Driveability,New Generation Controller (NGC),Natural Vacuum Leak Detection / NVLD,Vapor Canister;Yes - Intermittent,Yes - Continuously

Recommendation: Use a hand held vacuum pump to determine if the NVLD is switching correctly. Connect vacuum to the line at the NVLD coming from the evaporative canister. Block the vent on the opposite side of the NVLD Watch the switch state on the DRB menu at roughly 1" hg the switch should close if not replace NVLD if yes find restriction between the NVLD and the purge solenoid.

This is what the Chrysler mechanic would have read. Well, I'm as confused as you are. "Replace the NVLD" implies replacing a part, but this is a system. Sorry I didn't reply earlier when I saw your post, but to me, this isn't much of a helpful answer.
