i HAVE A REAR ROTOR THAT IS PROBABLY HUNGUP ON THE EMERGENCY BRAKE PADS. I CAN NOT REMOVE THE ROTOR, IT GETS HUNG UP AND CAN NOT BE TURNED ONCE I START TO REMOVE IT. IT IS LOOSE FROM THE AXLE BUT GETS HUNG UP.

There should be some retaining clips on the rotor. If you have removed the calipers and these retaining clips and it's still stuck then yes the parking brake probably is getting it.
