It is your fuel sending unit, inside the fuel pump. If you know the distance that a full tank of gas can get you and the faulty gauge doesn't bother you, I would just fill up the tank to capacity and drive the vehicle until it is almost empty and then refill.
Example: If you know that your vehicle can go to certain mileage before requires re-fueling (say 400 miles). I would fill up the tank completely and reset the trip odometer to zero. Drive until 350 miles (giving yourself 50 miles buffer), and then stop for gas. Always fill up the tank to capacity, and you'll never run out of gas. I did this for 2 years before finally replacing the sending unit.
If you can't stand it, shop will charge you one hour diagnostic, and 1.5 hours to repair.
