1999 Chrysler Town and Country Engine Size unknown Two Wheel Drive Automatic 150000 miles

I have no owner's manua but I'm trying to remove the spare tire under the rear of the van. I can turn the center piece (which is probably the cable holding up the tire) but its not releasing the tensing to turn the knob and lower the tire. I can feel the cable binding so therefore I just rotate it back to ease up on it. Am I missing something?

check in the rear under the carpet
for a nut to release down the tire
and if it is still stuck you need to go under the car and try to release the safety link some times they become rusty and sticky
