1999 Chrysler Town and Country Over headting

I have just had the radiator replaced. Everything ran fine, even the fans. The next day, we parked and went into church and the fans stayed running. When we came out, the fans were still running. I went home and waited an hour and they were still running with the engine off. I had to disconnect the battery cable over night. Before I went to work the next day, I plugged up the battery cables again and the fan did not come back on. I took the van back to the radiator place and they said they can not find anything wrong. Now the fans do not come on at all and I heat up when we are at a stop for any amount of time. I know that my air conditioner is starting to go bad; but, it still works. It is our only vehicle. Where do I start and can you be specific because I am blind and I love working on cars if I believe it to be something I can do. Help!

Start by checking fuse no.24 in the PDC,the radiator fan relay if its shorting out if okay next step is the computer control of the radiator fan relay
