The airbag light stays on, the cruise control does not work (cannot turn it on) and the horn does not work from the sterring wheel. The horn does work if you use the keyless entry to lock the vehicle.

what could the problem be?

This is a common problem with this van, the clock spring needs to be replaced, this is a part that connects the steering wheel with the airbag on the actual steering wheel.
You can purchase this part and to install it you will need to pull the steering wheel and the part is attached to the base with two screws. Not to hard you need to make sure the battery is disconnected and the steering wheel is straight and aligned.
