1996 Chrysler Town and Country Flashing lights on buttons o

Is it check engine light that is on and flashing and if so its an indication of an engine misfire and need to check it for tune up

It is not the check engine light. It is the led lights on the buttons for the back wiper and AC.

CALIBRATION/DIAGNOSTICS TEST ENTRY
To initiate tests, set Blower to HI. Set mode position to Panel. Set temperature to Cold (Both slide pots if equipped). Depress WASH and WIPE simultaneously for 5 Seconds (Until all LEDs light).
All LEDs will turn on for 5 Seconds. Calibration test is running when WIPE and INTERMITTENT are alternately flashing. Cooldown test is running if AC and RECIRC are alternately flashing. After both tests have passed, Calibration/Diagnostics and Cooldown can be run separately.
COOLDOWN TEST ENTRY
To initiate tests, set Blower to HI. Set mode position to Panel. Set temperature to Cold (Both slide pots if equipped). Depress WASH and AC simultaneously for 5 seconds.
All LEDs will turn on for 5 Seconds (Until all LEDs light). Cooldown Test is running when AC and RECIRC. are alternately flashing. If AC and RECIRC. are flashing simultaneously, cooldown has failed. Make sure control is set to HI Blower, Panel and full Cold, abort test and run again.
