Hi:
It sounds like you're not getting any vacuum assist. Chrysler used a Bendix 8 ABS system during that time. It actually had a vacuum pump provide vacuum for the power brakes. The driver would hear it everytime it kicked on, which was often.
If you don't hear it, that may be the problem. I can tell you it may be an expensive repair.
