Heater only works if on full blast...

Hello guys,
The heater only works if I turn it all the way over to the full blast zone.

I smelt for antifreeze, and can't smell anything. Dont know whats goen on?

Its a 2000 Sebring convertable, with a V-6.

Replace the blower motor resistor see below for location
